Haryana rules at a glance
| Regulators | CAQM (flying squads and directions) and the Haryana State Pollution Control Board (HSPCB) |
|---|---|
| Key instruction | CAQM Direction No. 76 (29 September 2023), later revised, with a capacity-based schedule for DG sets in the NCR |
| Enforcement record | CAQM ordered the sealing of DG sets in 11 Palwal units in early 2024, and HSPCB sealed DG sets of 50 units in Faridabad within two weeks. CAQM's sealing status list (as on 24 April 2026) includes units in Faridabad, Gurugram, Rewari, Rohtak, Jind, Sonipat, Bahadurgarh and Charkhi Dadri. |
| Financial exposure | HSPCB has been directed to levy environmental compensation, calculated in the reported cases from 1 October 2023 to the date of sealing |
Capacity schedule (summary of the revised CAQM direction)
| DG set capacity | What the CAQM schedule asks for (summary) |
|---|---|
| Up to 19 kW (portable sets) | No emission-control mechanism required; use is restricted during GRAP stages |
| 19 kW to below 61 kW | Dual-fuel (gas plus diesel) |
| 61 kW to below 800 kW | Dual-fuel or a certified RECD |
| 800 kW and above | Any emission-control mechanism that meets the notified stack standards; stack height of at least 30 m or building height plus 6 m, whichever is larger |
Who needs to act in Haryana
- Industrial users in belts such as Manesar, Faridabad, Sonipat and Rewari with backup DG sets in the 61 kW to below 800 kW band.
- Commercial users in Gurugram: offices, malls, hospitals, hotels and residential societies running diesel gensets.
- Owners in other Haryana districts should check whether they fall within the NCR or are covered by a separate HSPCB direction.
If your DG set has been sealed
CAQM has directed that de-sealing be allowed only after environmental compensation is deposited and corrective measures are taken as per its norms. Fitting a certified RECD or dual-fuel kit for your capacity band is the usual corrective measure. Speak to your HSPCB regional office on the exact steps.
What inspectors usually ask for
- Proof that the RECD comes from a CPCB-listed vendor, with the ARAI or ICAT certificate for your capacity.
- Installation and commissioning records.
- Emission test results after installation, from a CPCB-approved lab where requested.
- Photos of the DG set nameplate (kVA/kW, engine make, year of manufacture) and running-hour records.
- Maintenance or AMC records for the RECD.
- DG set capacity in kW, the compliance route you chose (RECD or dual-fuel) and the date of fitment.
How Novorbis helps in Haryana
Novorbis Itus is on the CPCB RECD vendor list (as of 30-06-2026) and supplies ARAI-certified devices. Our regional office is on Sohna Road, Gurugram, close to Haryana's industrial and commercial clusters. Our process:
- Site survey: we record DG set capacity, engine make, year of manufacture, running hours and exhaust layout, so we can confirm your CAQM band.
- Device selection: we recommend the CarbonFree ESP (filterless) or the CarbonFree Advanced Catalyst+ depending on your set and duty cycle, using only devices whose certificate covers your capacity.
- Installation and commissioning: fitted to the exhaust line with commissioning records for your file.
- Emission testing: post-installation testing arranged through a CPCB-approved lab, where your board asks for it.
- Documents handed over: vendor listing reference, ARAI/ICAT certificate for your capacity, installation record, test report and an AMC schedule.
Frequently asked questions
Is RECD mandatory for DG sets in Haryana?
In the NCR districts of Haryana, CAQM Direction No. 76 requires DG sets in the 61 kW to below 800 kW band to be upgraded with dual-fuel or a certified RECD in order to operate normally. Check your capacity band and the latest direction.
Which Haryana districts are covered?
CAQM covers the NCR districts of Haryana, which include Gurugram, Faridabad, Sonipat, Rewari, Palwal and others. For districts outside the NCR, check HSPCB directions.
Has Haryana really sealed DG sets?
Yes. Press reports describe CAQM-ordered sealing in Palwal and an HSPCB drive in Faridabad, and CAQM's sealing status list (as on 24 April 2026) names units across several Haryana districts.
How do I get a sealed DG set released?
CAQM has said that de-sealing is allowed only after the environmental compensation is deposited and corrective measures are taken as per its norms. Contact your HSPCB regional office for the process.
What standard must the RECD meet?
CAQM's directions refer to a certified RECD with at least 70% particulate matter capture for in-use DG sets up to 800 kW, certified under the CPCB procedure by agencies such as ARAI or ICAT.
Is Novorbis on the CPCB vendor list?
Yes. Novorbis Itus appears on the CPCB RECD vendor list (as of 30-06-2026).
