The framework behind RECD rules
| National Green Tribunal | In its order of 6 August 2019 (OA No. 681/2018), the NGT noted that DG sets should be covered in action plans for polluted cities, including retrofitting of emission control devices on generators already in use |
|---|---|
| CPCB | CPCB has notified a system and procedure for testing and certifying RECDs for diesel engines up to 800 kW gross mechanical power, with at least 70% particulate matter reduction, certified by agencies such as ARAI and ICAT |
| NCAP | Under the National Clean Air Programme, city action plans include DG set emission control. Madhya Pradesh cities such as Bhopal, Indore, Jabalpur and Dewas are part of the programme |
| Enforcement signal | In April 2026 the NGT noted that several states had not yet implemented CPCB's RECD directions and issued notices to pollution control boards, so rules in more states are likely to firm up |
Why prepare early
- Certified supply is limited when deadlines hit. In the NCR, CAQM itself noted that only a limited number of certified RECD vendors were available as deadlines approached.
- Customers and tenders may ask for it. Corporate, government and institutional buyers increasingly ask for emission-control compliance for sites with DG sets.
- Consent and inspection. Your consent conditions and any inspection can ask about DG set emission control.
- A planned retrofit is easier than a rushed one. A survey, device selection and installation done on your schedule avoids downtime at peak periods.
What to do now
- List every DG set with capacity in kW, engine make, year of manufacture and running hours.
- Check the MPPCB circulars page and your consent conditions for DG set requirements.
- Ask any RECD vendor for the CPCB listing and the ARAI/ICAT certificate covering your capacity.
- Book a site survey so you have a costed plan ready if a state direction arrives.
How Novorbis helps in Madhya Pradesh
Novorbis Itus is on the CPCB RECD vendor list (as of 30-06-2026) and supplies ARAI-certified devices. Our process:
- Site survey: we record DG set capacity, engine make, year of manufacture, running hours and exhaust layout at your site.
- Device selection: we recommend the CarbonFree ESP (filterless) or the CarbonFree Advanced Catalyst+ depending on your set and duty cycle, using only devices whose certificate covers your capacity.
- Installation and commissioning: fitted to the exhaust line with commissioning records for your file.
- Emission testing: post-installation testing arranged through a CPCB-approved lab, where your board asks for it.
- Documents handed over: vendor listing reference, ARAI/ICAT certificate for your capacity, installation record, test report and an AMC schedule.
Frequently asked questions
Is RECD mandatory for DG sets in Madhya Pradesh?
Check the latest MPPCB circulars and your consent conditions for the current requirement. The national direction from the NGT, CPCB and NCAP is towards emission control on in-use DG sets, and other states have issued deadlines. State rules can change.
Which Madhya Pradesh cities are in focus?
Cities in the National Clean Air Programme, such as Bhopal, Indore, Jabalpur and Dewas, are where air-quality action plans, including DG set measures, are most likely to be applied first.
What standard would an RECD need to meet?
The CPCB procedure refers to at least 70% particulate matter reduction for in-use DG sets up to 800 kW, certified by an approved agency such as ARAI or ICAT.
Should I wait for an MPPCB deadline before retrofitting?
That is your decision. Waiting can mean limited vendor availability and a rushed installation when a deadline arrives, as happened in other regions. A survey now gives you a costed plan either way.
Is Novorbis on the CPCB vendor list?
Yes. Novorbis Itus appears on the CPCB RECD vendor list (as of 30-06-2026).
